Who we serve

Government agencies
Public-sector work is judged on more than the finished job. Every ringgit has to be accounted for, every quotation filed and every stage signed off, often months later during an audit.
We work the way government procurement expects. Quotations follow the format your finance unit needs, delivery orders and invoices match the purchase order line by line, and progress is recorded so the paper trail is complete long after the work is done. Whether it is repainting a district office, upgrading a department’s network or supplying equipment for a new financial year, you get work that holds up to scrutiny.

Government-linked companies
Government-linked companies sit between two worlds. They need the governance of the public sector and the pace of a commercial business, often across several sites and departments at once.
That usually means a long list of vendors to register, evaluate and manage. Because we cover building works, IT and supply under one company, a single purchase order can cover what would otherwise need three contractors, three sets of paperwork and three people to chase. Your facilities, IT and procurement teams deal with one coordinator who understands how all the pieces fit together.

Private companies
For a growing business, every week an office is out of action or a system is down costs real money. Owners want a fair price, a realistic timeline and a contractor who actually turns up.
We bring the same discipline we use for public-sector work to private clients, without the unnecessary bureaucracy. A clear quotation before work starts, honest advice on what can wait and what cannot, and one person to call when something needs sorting. From fitting out a new branch to keeping a hotel’s systems running, we plan around your business so it keeps trading while we work.

Construction in Malaysia
Construction activity grew steadily through 2026, helped by public development spending, data centre projects and private building work. For clients, the key things to understand are how contractors are graded and which certificates they need for government work.
+8.8%
Growth in construction work done, Q2 2026
CIDB contractor grades
Every contractor must register with the Construction Industry Development Board (CIDB). The grade sets the largest contract a contractor may take on.
| Grade | Contract value |
|---|---|
| G1 | Up to RM200,000 |
| G2 | Up to RM500,000 |
| G3 | Up to RM1 million |
| G4 | Up to RM3 million |
| G5 | Up to RM5 million |
| G6 | Up to RM10 million |
| G7 | No limit |
Other points worth knowing
PPK
Contractor registration
Registered by grade and category, covering building (B), civil engineering (CE), mechanical and electrical (ME), and facility (F, G4 and above).
SPKK
Government works certificate
Needed to bid for government works. Requires a valid PPK, and a SCORE rating for higher grades.
IBS
Industrialised Building System
Government projects worth RM10 million or more must reach an IBS score of at least 70.

IT and the digital economy
Malaysia is one of the fastest-growing data centre markets in the region, and public agencies buy cloud services through a central framework. New laws on cyber security and personal data also affect how systems must be built and supported.

Rules IT buyers should know
Act 854
Cyber Security Act 2024
In force since 26 August 2024. Critical information infrastructure operators have extra duties, and cyber security service providers must be licensed by NACSA.
PDPA
Data protection amendments
Since 1 June 2025, organisations must appoint a data protection officer and report data breaches.

Wholesale, retail and supply
Trade remains one of the largest parts of the Malaysian economy. Wholesale grew faster than retail in 2026, and government purchasing is now done almost entirely online through ePerolehan.

How government procurement works
01
Direct purchase
Up to RM50,000
For works this is called direct appointment.
02
Quotation
RM50,000 to RM500,000
Suppliers are invited to quote, usually through ePerolehan.
03
Open tender
Above RM500,000
Advertised openly; invitations are listed on the MyPROCUREMENT portal.

Registering as a government supplier
01
Register on ePerolehan
A basic account covers sales of up to RM20,000 a year to the government.
02
Choose field codes
A full MOF account has no value limit but only covers the field codes (kod bidang) you register.
03
Bumiputera status
Eligible companies can apply for Bumiputera status after MOF registration.
04
Renew on time
Apply within three months before expiry. Registrations expired for over a year are cancelled.
Tips when planning a project
01.
Match the method to the value
Estimate the value early. It decides whether you can buy directly, need quotations or must go to tender.
02.
Check credentials
For works, check the contractor holds the right CIDB grade and category for your project value.

03.
Ask about data and security
For IT systems, ask how personal data is protected and how a breach would be handled under the PDPA.
Not sure which division you need?
Describe the job in a few lines. We will work out the scope and tell you who will handle it.
